I doubt we'll ever see it being widespread in Obama's America. Perhapse in states not dominated by democats there could be some hope of that. I found it interesting

There is a sort of similarity in the resistance to allowing grocery stores to sell wine in PA. That is lobbying by union workers of the PA liqor stores are the driving force behind maintaining that outdated monopoly. SO are the union workers of the school monopoly of public funds the main source of resistance to change in the school choice.
